Fire Chief Kapler replied that he does not see any negatives to moving the Council Chambers or
using the facilities for other events.

Councilmember Connolly stated that she would recommend the flat roof to save the $20,000.

Fire Chief Kapler replied that 80 percent of the detail work is completed and if the plans are
changed it could set the project back considerably.

Councilmember Hendriksen stated that he sees this as a long-term solution to a space problem
rather than moving the Council Chambers to the basement. If they have to redo an area for
Council Chambers he would prefer that they do so in an area that would allow for longer use and
moving the chambers downstairs would create handicap accessibility issues.

Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to direct Staff
to further pursue the revised design accommodating Council Chambers and to pursue the
possibility of using CDBG funds.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Connolly,
and Zimmerman. Voting No: None.

Case #7: Hiring Process for Additional Patrol Officer

Police Chief Gustafson stated the City of Ramsey, along with five municipalities, conducted a
joint police officer recruiting test on November 13, I999. The test scores have been made
available and time is critical since all five municipalities will be pursuing the same candidates.
The 1999 budget wilt accommodate the expenses associated with interviewing, background
checking, equipping, and securing medical and psychological exams for the new officer. The
year 2000 budget has identified the funding sources necessary to maintain the additional officer
for that year.

Councilmember Zimmerman inquired how much money will be coming from the "COPSFAST"
program.

Police Chief Gustafson replied that the City will receive a total of $75,00 spread out over three
years.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to authorize
Staff to begin the hiring process.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Connolly. Voting No: None.

City Council/November 23, 1999
Page I6 of 25

I
I
I
I
I
I
I

I
I
I

I

I
I
I
I
I
