Voting No: None. <br /> <br />5) Financing of Elmcrest Park Purchase <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to transfer <br />$85,000 from the Park Trust Fund to the Landfill Trust Fund as reimbursement for the final <br />payment of Elmcrest Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #10: ACCAP Townhome Project Discussion <br /> <br />City Administrator Norman stated that the City entered into a purchase agreement in February <br />1999, with the Anoka County Community Action Program, Inc. (ACCAP) for the sale of <br />property of residential homes located along T.H. #47. The purchase agreement was part of a <br />townhome project proposed by ACCAP, which would be built at the intersection of the Sunwood <br />Drive expansion to T.H. #47. ACCAP is now in the process of preparing to embark on the <br />project and the development agreement has been prepared for Council consideration. Jeff <br />Johnson of ACCAP requested an informal discussion with City Council prior to proceeding to <br />the next step in the ACCAP townhome project. <br /> <br />Jeff Johnson, Anoka County Community Action Program Inc., stated that he would like to <br />review the following subjects with the Council: <br /> <br />Mr. Johnson gave a general update of the status of the project explaining that most of the <br />funding has been arranged. Livable Community Funds have been made available from the <br />Met Council, but the funds will be issued to the City and then the funds will have to be <br />designated to the project from the City. <br /> <br />Mayor Gamec inquired if the CDBG funds will be coming from the County. <br /> <br />Mr. Johnson replied yes. <br /> <br />Councilmember Anderson questioned if the Met Council funding had anything to do with <br />waving the WAC and SAC charges. <br /> <br />Mr. Johnson replied no. <br /> <br />2.
