Mr. Johnson stated that he wanted to discuss the status of the houses and removing them <br />prior to a complete development agreement being approved. He explained that ACCAP is <br />concerned that they may not have adequate authority to remove the houses. He requested <br />proper authorization from the City and suggested a bill of sale. The other concern is the issue <br />of what happens with what is not removed with the house and suggested including an <br />arrangement as part of the development agreement. He explained that ACCAP assumed that <br />the property that ACCAP will develop they will be responsible for everything, but the other <br />properties would be the City's responsibility. <br /> <br />Mayor Gamec suggested that ACCAP work the issue out with the City Engineer and City <br />Attorney and then present a document to the City Council. <br /> <br />Councilmember Zimmerman inquired what ACCAP's normal procedure is when they have <br />moved homes in the past. <br /> <br />Mr. Johnson replied that this situation is slightly different since they are purchasing the land for <br />development. Their current plan is to move the house and cap the foundation until spring and <br />then remove the foundations ..... <br /> <br />Councilmember Zimmerman stated the he was under the impression an agreement was made that <br />ACCAP would move the houses, fill the basements and cap the wells. <br /> <br />Mr. Johnson suggested reviewing the motion that was made. <br /> <br />Jo Ann Wright, Anoka County Community Action Program, Inc., stated that the purpose of <br />ACCAP is to use the homes for low-income housing. Things got more complicated when they <br />decided to remove the homes and build a townhome project instead. There is land that would <br />become part of ACCAP property and they would be responsible for the whole thing. Then the <br />remainder of the houses that would be included in the highway expansion, only the houses would <br />be taken. <br /> <br />Councilmember Zimmerman stated that he can't see the City coming into any more expenses <br />with the project. <br /> <br />Ms. Wright replied that Staff needs to review what was originally agreed to. <br /> <br />Mr. Johnson stated that if it is just a matter of filling in the foundation the cost would not be <br />high. <br /> <br />Councilmember Hendriksen requested that staff find out the cost to the City. <br /> <br />City Engineer Jankowski replied that capping of the wells and removal of the foundation is <br />included in the cost of the expansion project. <br /> <br />City Council/November 23, 1999 <br /> Page 22 of 25 <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />i <br />I <br /> <br /> <br />
