The City is responsible for the remaining <br />five homes that the purchase agreement does not address. <br /> <br />Mr. Johnson stated that he would like the City to grant ACCAP access to the homes in order to <br />remove them. <br /> <br />Mayor Gamec questioned if the houses on their property will be removed and the property <br />cleaned-up. <br /> <br />Mr. Johnson replied that ACCAP would move the homes, secure the area, and cap the homes. <br />Then after ACCAP owns the property they will come in and clean up the property. <br /> <br />Mayor Gamec inquired as to the cost to remove the debris from the home that was burned. <br />Fire Chief Kapler replied $2,500 to remove only the ash. <br /> <br />Mr. Johnson stated that the purchase agreement with the City calls for ACCAP to purchase <br />land that has been represented to the neighborhood that will not be built on. Those two <br />outlots were planned for up to two units each for a total of four units. If they are not going to <br />build on the land they do not want to own the land. They feel the land would be more <br />appropriately viewed as public open space. Public ownership would also put future <br />development in the hands of the City. He noted that ACCAP is not requesting that the land <br />purchase price be adjusted with the reduction of land. <br /> <br />Councilmember Hendriksen stated that he thinks the City Attorney could develop an agreement <br />to satisfy their needs in regards to moving the houses. He expressed concern with the <br />abandonment of the foundation and what needs to be done from the time the house leaves and the <br />contractor decides to remove the foundation. <br /> <br />Councilmember Anderson inquired if any more homes will be removed this year. <br /> <br />Mr. Johnson replied that they would like to remove them all this year. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to authorize the <br />Mayor and City Administrator to execute an agreement with ACCAP allowing them access to <br />the 12 properties acquired by the City on the west side of Highway #47 and to permit ACCAP to <br />remove the existing structures, cap the wells and the basements, and generally secure the various <br />properties in order to minimize any hazardous conditions, all subject to the review and approval <br />by the City Attorney. <br /> <br />City Council/November 23, 1999 <br /> Page 23 of 25 <br /> <br /> <br />
