Mr. Kveton stated that he understands the City has been under staffed but, in working with City
staff, he has found them delightful to work with.

Case #5: Request for Site Plan Amendment of Zitco Building; Case of Lowell Zitzloff

Community Development Director Frolik stated that Lowell Zitzloff submitted a site plan for a
26,096 square foot multi-tenant retail building and self-service mi~l'storage located at 6111 State
Highway #10 that was approved by the Council on October 12, 1999. The site plan submitted by
Lowell Zitzloff consisted of using rock face block for the building exterior, which complies with
City Code architectural standards. Lowell Zitzloff is asking for an amendment to the present
City Council approved site plan. The amendment would consist of allowing Zitco building the
option to use pre-cast concrete panels for the rear and side walls of the multi-tenant building.
Rock face block would be retained on the front wall. It was noted that precast concrete panels
will still comply with Ramsey City Code Architectural standards. Staff recommends approval of
the Site Plan amendment proposed by Lowell Zitzloff for the option to use pre-cast concrete
panels for the side and rear walls of the multi-tenant building.

Lowell Zitzloff stated they have a lot of block buildings experiencing deterioration and more
maintenance than spancrete exteriors. He advised that spancrete can be colored and is more
costly to construct but less maintenance. He stated that this has not been finalized but he would
like permission to use either one.

Councilmember Anderson asked why this request was not raised before the Planning
Commission.

Mr. Zitzloff explained the problem is the time it took to get the project approved which resulted
in winter construction. He noted that spancrete is aesthetically pleasing and can be erected more
quickly than block during winter construction.

Motion by Councilmember Connolly, seconded by Councilmember Anderson, to approve the
option for the utilization of pre-cast concrete panels on the rear and side walls of the Zitco
building proposed to be developed at 6I 11 State Highway #10.

Motion carried. Voting Yes: Mayor Pro tem Zimmerman, Councilmembers Connolly,
Anderson, and Hendriksen. Voting No: None. Absent: Mayor Gamec.

Case//6:

Request for Authorization for Execution of a Development Agreement with
Ramsey B&B L.L.C.

This item was addressed earlier in the meeting.

City Council/January 25, 2000
