Councilmember Hendriksen stated it is not clear whether they should or should not be there but <br />residents attended often and in great numbers saying they wanted the speed humps. It was the <br />Public Works Committee feeling they should "go to bat" for them, make them aware that in the <br />future there may be a choice and that will be to either keep them at some cost or to allow them to <br />go away. He explained the Public Works Committee felt it was not appropriate to demand for <br />everyone to pay for them. <br /> <br />A1 Pearson, 14821 Bowers Drive, Ramsey, stated he served on t~ Council when Dysprosium <br />Street was installed and, at that time, residents gave a lot of static due to traffic coming through <br />from Thurston Avenue so the speed humps were installed after that point. He asked why money <br />would have to be paid back since the speed humps were paid from General Fund money. <br /> <br />Councilmember Hendriksen stated when Dysprosium Street was built, it was to reroute Highway <br />#47 and it was built wider and heavier in anticipation of that occurring. He stated the assumption <br />is if the funds need to be paid back because the residents want to keep the speed humps, they <br />should be responsible for the cost. <br /> <br />City Engineer Jankowski stated if the speed humps remain, Dysprosium Street may need to be <br />removed from the MSA system so the City would have to pay back ten of the remaining years of <br />life on the street. <br /> <br />City Attorney Goodrich asked how this would be assessed through a 429 process since an <br />assessment needs a project. He stated that there would have to be some creative measures to <br />create that assessment process. <br /> <br />Councilmember Hendriksen stated if the speed humps are removed, MSA may consider it an <br />improvement. <br /> <br />City Attorney Goodrich stated the cost of removing them could possibly be assessed. He <br />recommended this matter be tabled and brought back to the Public Works Committee where he <br />can present possible assessment methods. <br /> <br />Director of Public Works/Fire ChiefKapler asked if staff should pursue the opinion of the humps <br />prior to that meeting. <br /> <br />Councilmember Hendriksen stated the entire matter should be tabled so staff should not pursue <br />opinions.
