Mayor Pro tern Zimmerman reviewed the area involved in this study and requested a brief <br />presentation. <br /> <br />City Engineer Jankowski advised the Public Works Committee met on January 18, 2000, and a <br />presentation was made to the Committee by SRF, Inc., the planning consultants retained to <br />perform the Section 28 Development Study. He stated the two transportation options considered <br />were whether there should be connections from C.R. #116 to the neighborhood to the north <br />which would allow residents from the north to get to a signalized intersection. The other issue <br />was to review the land use. City Engineer Jankowski noted a soluffr~n proposed was to introduce <br />another intersection midway between Ramsey and Armstrong Boulevards at Highway #10 to <br />address over capacity issues. The Public Works Committee directed that a public hearing be held <br />on the transportation configuration to obtain citizen input regarding the two alternatives. One <br />alternative would have connections to the existing neighborhoods to the north, while the second <br />alternative would be without such connections. Written notice of the public hearing will be <br />given to residents on 149t~ Lane and 149"~ Avenue. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to ratify the <br />direction of the Public Works Committee to schedule a public hearing on the transportation <br />configuration to obtain citizen input regarding two alternatives with written notice of the public <br />hearing given to residents on 149~ Lane and 149~h Avenue. <br /> <br />Further discussion: Councilmember Anderson asked why it is being suggested to change the <br />recommendation. City Engineer Jankowski explained there was concern about the Northstar <br />Corridor and possible backing up into the intersection so it was felt an interior location farther <br />west would be more appropriate. <br /> <br />Motion carried. Voting Yes: Mayor Pro tern Zimmerman, Councilmembers Hendriksen, <br />Connolly, and Anderson. Voting No: None. Absent: Mayor Gamec. <br /> <br />2) <br /> <br />Review of Highway #10 Stormwater Treatment Alternatives (Improvement Project <br />#99-67) <br /> <br />City Engineer Jankowski explained that staff reported to the Public Works Committee that it had <br />investigated five alternatives for providing storm sewer to the Mississippi Subdrainage District <br />No. 1. He explained that the feasibility study needs to be completed quickly to ensure <br />construction commences by mid-May. The alternative selected was the least costly of those <br />investigated and will provide storm sewer to all properties within the district. The Public Works <br />Committee directed staff to complete the feasibility as soon as possible using the recommended <br />alternative.
