Motion by Councilmember Connolly, seconded by Mayor Pro tem Zimmerman, to ratify the direction of the Public Works Committee and direct staff to complete the feasibility as soon as possible using the recommended alternative. Motion carried. Voting Yes: Mayor Pro tem Zimmerman, Councilmembers Connolly, Anderson, and Hendriksen. Voting No: None. Absent: Mayor Gamec. 3) Update on Annual Street Maintenance Program Long IUa-nge Planning City Engineer Jankowski explained the Public Works Committee wanted to do some long-range planning for street improvements so staff programmed the annual street maintenance program for the years 2001, 2002, 2003 and 2004. He noted that the City's budget will need to be increased approximately $30,000 each successive year in order to finance under the current 50% City cost- share and 50% property assessment policy. Staff will also make some projections of the needed funding levels beyond 2004. Mayor Pro tem Zimmerman requested information on the timing of street improvements. City Engineer Jankowski reviewed the schedule for road improvements from the time constructed through reconstruction at year 31. No Council action required. 4) Update on 164th Lane Stormwater Project (Improvement Project #99-68) City Engineer Jankowski explained staff was last directed to investigate an alternative to the proposed storm sewer project outlined in the CIP showing the storm sewer being constructed to the west end of 164th Lane before discharging southward into the wetland. The alternative alignment proved to be considerably longer than originally anticipated and, therefore, not as attractive financially. City Engineer Jankowski advised that one property owner expressed a willingness to grant an easement on his west boundary and due to the foreclosure on the other property, it may be easy for the City to obtain an easement. Councilmember Hendriksen asked about the status of County participation. City Engineer Jankowski advised that Anoka County responded negatively to the City's request for cost participation since they had advised against issuing a building permit on a particular property. The Public Works Committee did not feel that was an appropriate response and recommended directing staff to dratt a letter to Anoka County asking them to reconsider their cost participation response, and also to inform the 164~' Lane property owners of the County's position and asking for their assistance in obtaining County participation.
