CASE #2 <br /> <br />CONFIRM PARK DEDICATION RECOMMENDATION FOR MALLARD PONDS <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Earlier this year the Commission reviewed the proposed Mallard Pond Subdivision for park <br />dedication. The Commission recommended the following: <br /> 1) No park land be dedicated as part of the 57-unit townhome development; <br /> 2) Private open space be identified as part of the apartment complex site plan; <br /> 3) The developer be required to construct an eight-foot wide concrete or bituminous <br /> sidewalk on the south and east side of the City street including the west side of Barium <br /> Street to the existing segments and that this sidewalk be extended south to the <br /> intersection of Dysprosium Street and C.R. #116. This would be a Stage I improvement <br /> and not park or trail dedication eligible. <br /> 4) Cash be required to fulfill park and trail dedication as follows: <br /> · 57 units at $1,200/unit park dedication = $68,400 <br /> · 57 units at $300/unit trail fee = $17,100 <br /> 5) A trail be constructed along C.R. #116 from Dygprosium Street to Trunk Highway #47 on <br /> the north side as soon as practical. If the land is available, the developer would be <br /> required to pave the trail concurrent with the development's construction. The year 2000 <br /> trail paving credit rate is $8.50 per linear foot. This segment is estimated at 2,000 feet. <br /> The cost (based on $8.50 per foot) would be deducted from the trail fee due. The <br /> developer and the City would work together to obtain right-of-way to place the trail on <br /> private property or receive any permits necessary from the County. <br /> <br />Observations: <br /> <br />Since the Commission's examination of Mallard Ponds, the subdivision design and scope have <br />changed somewhat. The differences are the entire 15.7-acre site will be developed as <br />townhomes, earlier the southeast comer was to be reserved for apartments. The increase will be <br />from 57 units to 94 total units. The other change relating to the earlier recommendation of the <br />commission is the elimination of the connection from Mallard Ponds to Flintwood Hills. All the <br />interior streets are now to be private roads and, therefore, sidewalks are now not being proposed <br />by the developer. <br /> <br />The only public street currently proposed is a short cul de sac east from Dysprosium Street to <br />connect the two private streets. City staff has sketched in a dashed line on the attached site map <br />that represents the sidewalk location verbally agreed to by the developer. This sidewalk would <br />be constructed as a Stage I improvement. <br /> <br />As indicated, the purpose of this case is to confirm the park dedication recommendation from <br />February. City staff recommends the Commission amend points 3 and 4 of the park dedication <br />recommendation to reflect the changes referenced. <br /> <br /> <br />
