CITY OF CHAMPLIN <br /> <br />REQUEST FOR PARKS AND RECREATION COMMISSION ACTION <br /> <br />AGENDA SECTION ORIGINATING DEPT MEETING DATE <br />Unfinished Business Parks and Public Works October 3, 2000 <br /> <br />ITEM iTEM DI~SiCRIPTION PREPARED RY <br />NO: <br />1 Consider Maintenance Fees for Youth Athletic Associations Eric Carlson <br /> <br />BACKGROUND <br />At the June meeting the commission reviewed a proposal by staff to increase the youth athletic maintenance <br />fees from $8 to $10. The commission ultimately "tabled" the item and asked staff to provide more <br />information regarding this issue. <br /> <br />REVIEW OF ISSUES <br />Staff has checked with a number of communities in the metro area and a fair percentage of these <br />communities have some type of fee for youth athletics. Everyone seems to be handling the issue differently <br />and there is no "right" or "wrong" way to assess fees. A comment staff did hear from communities without <br />fees was "we are looking at it in the future" so staff feels comfortable saying that most communities are or <br />will be charging a fee soon. Here is an example of what some communities are charging: <br /> <br />Community Fee Comments <br />Anoka $2~'per team This fee helps cover Operational expenses. <br />Burnsville $2 per square The fee covers the square footage of storage space the <br /> foot for association uses for equipment storage. The city provides <br /> equipment "basis" service (cut grass, drag infield 2x's per week). The <br /> storage. Plus association pays for "enhanced" service of dragging and <br /> money for lining fields. <br /> "enhance" <br /> service. <br />Brooklyn Park No Fee ~ooking at ihstituting a fee in ~he next two - three years, <br />Champlin $8 per Of the revenue collected the city keeps $4 and the <br /> participant association used $4 for a qapital impro,ve.ment project. <br />Edina $7 per The entire fee goes to pay operational expenses.
