In 1998, staff estimated that the city spent $48,100 on increased maintenance costs for youth athletics. At <br />that time there were 3,985 participants in the program and the average cost of maintenance was $11.56 per <br />participant. The city set the maintenance fee at $8 or 69% of the actual costs per participant. It is impo~ant <br />to remember that the city portion of the maintenance fee is actually $4 and the remaining $4 is utilized by <br />the youth athletic programs for capital improvements. <br /> <br />In the y~ar 2000 there are 4,239 participants and staffhas met with the City of Dayton regarding youth <br />athletic fields and maintenance fees. Currently the City of Champlin collects $8 from every participant and <br />the City of Dayton collects $2 from every participant (Dayton actually only collects from softball and <br />baseball participants because they are the only sports using Dayton facilities). At this time there is 3,567 participants (Champlin residents and ½ Non-Residents) in the program <br />and the average cost of maintenance is $18.33 per participant. Staff is recommending we recover the same <br />percentage of these costs (69%) which is actually $12.65 and staff is rounding that number to $12.50 for <br />2001, 2002, and 2003. Champlin would collect from only Champlin residents and ½ of the non-residents <br />and Dayton would collect from Dayton residents and ½ of the non-residents. <br /> <br />Staff is also recommending that the non-resident fee that is currently $10 per non-resident be increase to <br />$15 in 2001. The consensus of the meeting was to support the above recommendations with <br />regards to maintenance fees and non-resident fees. <br /> <br />During the meeting staff also laid out a plan that showed how many fields Champlin and Dayton are <br />responsible for providing based on their own residents and ½ of the non-residents.
