The sketch plan <br />consists of one (1) sheet dated June I4, 2000 and prepared by TEC Design. We offer the following <br />comments: <br /> <br />General: The subject property consists of two parcels totaling approximately 8 acres and is <br />generally located on the south side of 153rd Avenue and east of Highway #47 (St. Francis <br />Blvd.). The Sketch Plan is proposing 42 for-sale townhouses. In addition to a subdivision to <br />replat the property, the townhomes will be subject to a site plan review for all other aspects of <br />the proposal including but not limited to architectural standards, off-street parking, structure <br />setbacks, and landscaping. The proposed townhome development abuts a single-family, urban <br />residential development to the east and south. <br /> <br />Zoning'.. The property is currently zoned R-3 Urban Residential, which allows up to 7 units per <br />acre or a maximum of 56 units in this case. In the 12/21/99 draft comprehensive plan, the <br />subject property is designated for development with high density residential uses and high <br />density has been established at a maximum of 7 units per acre. <br /> <br />Density: The maximum density allowed under the current zoning and the draft comprehensive <br />plan is 7 units per acre. The sketch plan identifies a total of 42 townhomes, which equates to a <br />density of 5.25 units per acre. <br /> <br />Density Transition: The project area abuts two single family, rural lots on the extreme east <br />boundary and an urban, single family residential neighborhood on the southeast and south <br />boundaries, The City is currently working on a residential density ordinance to implement <br />transition standards between existing and new development. The transitioning may consist of <br />like development on common property lines and/or buffer yards. Staff cannot provide specific <br />direction until the density ordinance is completed. <br /> <br />Street Access: Barium and Cobalt Streets are proposed to be extended from the south into the <br />plat; Barium will then turn to the west and "T" into Cobalt; and Cobalt will extend north to <br />153'd Avenue N.W. It appears that no access is proposed from %H. #47. <br /> <br /> <br />
