CASE #: <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF ORCHARD HILLS; <br />CASE OF HOMESTEAD MULTI-FA_MiLY DEVELOPMENT <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />Mike Schneider of Homestead Multi-Family Development has applied for preliminary plat <br />re~,iew to develop 42 for-sale townhome units on thc property located south of 153"~ Avenue <br />N.W. and Bill's Superette and east of St. Francis Blvd. (State Highway//47). <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Preliminary Plat <br />Letter from MnDot dated October 3, 2000 <br />City Staff Review Letter dated December 1, 2000 <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to owners of property within 350 feet of <br />the subject property. Staff sent heating notices to residen{s within 750 feet of the subject <br />property. <br /> <br />Observations: <br /> <br />The property consists of approximately '10.~3 ~icres and is currently zoned R-3 Urban <br />Residential, which allows up to 7 units per acre. The draft Comprehensive Plan targets this area <br />for high-density residential uses and high density has been established at a maximum density of 7 <br />units per acre. The developer is proposing 42 uriits, which equates to a gross density of 4.2 units <br />per acre and a net density of 4.4 tm/ts per acre (net density is calculated by excluding Outlot A). <br /> <br />The project area abuts two single family, rural residential lots on the extreme east and a single- <br />family urban residential neighborhood on the southeast and south boundaries. To the north of <br />the subject property is an existing business development (Bills Superette, Ramsey Clinic and <br />Pharmacy). <br /> <br />Barium and Cobalt Streets are proposed to be extended from the south into the plat; Barium <br />Street ,Mll turn to the west and become 152"a Lane and then "T" into Cobalt Street; and Cobalt <br />Street will extend north to 153"~ Avenue NW. The plat indicates that Cobalt will be connected to <br />an existing north/south private driveway on the Bills 'Superette site. Dedication of the private <br />street as a public roadway will be required. No access is proposed from St. Francis Blvd. NW. <br />The pedestrian/bike path is proposed to be continued along the east side of State Highway #47. <br /> <br /> <br />
