Preliminary Plat Review: Orchard Hills' <br />December 1,2000 <br />Page 2 of 3 <br /> <br />Screening: City Code requires a 15-foot buffer between the ex/sting residential and the proposed <br />multi-family development. It appears that a few lots will be encroaching upon the t 5-foot setback <br />requirement. The site plan should be revised to indicate the required 15-foot buffer and townhouse lot <br />lines should be revisited to ensure they do not encroach upon the..15 foot buffer area. <br /> <br />Street Access: This plat proposes constructing Barium Street, Cobalt Street, and 152nd Lane (the <br />east/west street labeled as Barium Street or/the submitted plans) as public streets which connect to <br />Barium Street and Cobalt Street in the Willow thidge subdivision to the south. These streets must be <br />constructed to current City standards. It is also proposed that Cobalt Street be connected to the existing <br />north/south private driveway which currently provides access to Bill's Superette. Th6 access plan is <br />acceptable only if there is dedication of this private driveway as a public roadway which would be <br />named Cobalt Street. <br /> <br />Drainage and Utility Easement: A ten foot drainage and utility easement should be added to the <br />frontage of Barium Street, 152°d Avenue, and Cobalt Street. <br /> <br />Gradin~ and Drainage: A grading and drainage plan has been provided'which is generally <br />acceptable. Specific details of this plan and comments are provided in the site plan review. <br /> <br />Traffic Generation Analysis: The City Will require an analysis oft. he traffic projections. City Staff <br />has retained a qualified fm'n to perform this study and will review the results as soon as they become <br />available. '. <br /> <br />Utilities and Water Usage.: This development ~i1 be serviced by municipal sewer and water utilities. <br />The utilities have sufficient capacity to provide service to this development. <br /> <br />Park Dedication: The preliminary plat has been forwarded to the Park Commission for a <br />recommendation on park dedication. The City has the option for cash, land or a combination of the <br />two. The current rate for park dedication is $1200 per unit. <br /> <br />Trail Development: The Preliminary Plat is proposing to dedicate a forty-four foot wide linear park <br />that will accomodate a pedestrian/bicyclist path along the east side of T.H. ,54-7. There is a trail <br />development fee of $300 per unit that must be paid prior to release of the final plat for recording. <br /> <br />Trunk Sewer and Water Fees: A trunk usage charge is required for usage of the trunk sewer and <br />water system. The current rate is $1734.00 per residential unit created. A payment of $72,828.00 (42 <br />units x $1734/unit) is due at the City prior to releasing the plat for recording. <br /> <br />Stormwater Management: The City has also established a stormwater management fee of $366 per <br />unit that must be paid prior to release of the final plat for recording. <br /> <br />/! <br /> <br /> <br />
