CASE # <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A PERSONAL <br />COMMUNICATION SERVICE TOWER; CASE OF U.S. WEST WIRELESS <br />By: Acting Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />The City has received an application from U.S. West Wireless to construct and operate a personal <br />communication service (PCS) tower at 17515 St. Francis Blvd. N.W., which is a rural residential <br />parcel owned and occupied by John and Avis Gobernatz. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Written description of proposal from US West dated 11/16/99 <br />c) Photos ofmonopole and equipment cabinets <br />d) Written description of design criteria by Valmont Microflect dated 8/25/98 <br />e) Certificate of Survey of tower lease site <br />f) Site plan consisting of 5 sheets <br />g) Aerial map .. <br />h) Proposed findings of fact <br />i) Proposed conditional use permit <br /> <br />Notification: <br /> <br />State law requires that properties within 350 feet of the subject property be notified of the public <br />hearing. Staff attempted to notify properties within 1,000 feet of the public hearing pertaining to <br />the request. ', <br /> <br />Observations: <br /> <br />The applicant is proposing to lease a 30' x 30' site on the 30 acre parcel for the construction and <br />operation of a 180 foot monopole telephone tower. Equipment cabinets will be located in a 10' x <br />12' area on the south side of the tower base. There is some existing tree cover in the proposed <br />vicinity of the tower base and the Applicant is not proposing to install security fencing or <br />additional plantings for screening. <br /> <br />City Code restricts tower heights in Residential districts to 75 feet. It also states that City <br />Council may increase the height if it is needed to accommodate a second user and the <br />surrounding topography, structures, vegetation and other factors make the height limit for a <br />complying tower impractical. The Applicant has designed the proposed tower to accommodate 3 <br />other users in addition to U.S. West, and they have stated that the height is necessary for <br />seamless coverage and to reduce the number of towers it would take to provide that same <br />seamless coverage with shorter towers. <br /> <br />There will be no personnel stationed at the site. No signs will be posted on the tower or cabinets <br />except applicable warning or equipment information signs. The site access is proposed to be an <br />existing farm equipment access off of St. Francis Blvd. The proposal has been forwarded to <br />Mn/DOT for comment. The proposal has also been forwarded to an independent consultant for <br /> <br /> <br />
