confirmation that there are no other structures in the area high enough to accommodate the <br />antenna and that the Applicant has satisfactorily justified the request for increased height. <br /> <br />There are currently four cell towers in Ramsey, all of which are located on commercial or <br />industrial parcels. The height limit in commercial districts is 165 feet and 175 feet in industrial <br />zones. One of the towers is 120 feet in height and the other three are 165 feet in height. The cell <br />tower in Rum River Plaza on 167~ Avenue is adjacent to a residential zone and is one of the 165 <br />foot towers. <br /> <br />Staff surveyed other communities for tower height restrictions in residential districts and <br />determined the following: <br /> <br />Andover - 150 feet (parcel must be 20 acres in size) <br />Ham Lake - not allowed in residential zones <br />Blaine - not allowed in or within t,000 feet of a residential zone <br />East Bethel - 120 feet with special permit (199 feet in agricultural zones) <br />Oak Grove- 175 feet <br />Bums - 200 feet <br />Champlin - not allowed in residential zones <br />Elk River- 150 feet if required rezoning is achieved (199 feet for multi-user towers) <br /> <br />Recommendation: <br /> <br />The Applicant has met the application requirements of Ramsey's tower ordinance. City Staff is <br />recommending that a conditional use permit be granted for the tower. However, the Planning <br />Commission should formulate a recommendation for City Council on the request to exceed the <br />height restriction based on the above information and comments received at the public hearing. <br /> <br />Commission Action: <br /> <br />Motion to recommend that City Council adopt Findings of Fact relating to a request from U.S. <br />West Wireless for a conditional use permit to construct and operate a personal communication <br />system tower. <br /> <br />Motion to recommend that City Council approve the request for a conditional use permit for a <br />~ foot personal communication tower at 17515 St. Francis Blvd. N.W. and adopt a resolution <br />declaring terms of same. <br /> <br />-or- <br /> <br />Motion to recommend that City Council deny the request for a conditional use permit for a <br />personal communication system tower at I7515 St. Francis Blvd. N.W. based on the findings of <br />fact. <br /> <br />PC: 01//04/00 <br /> <br /> <br />
