Site #MIN 352 - 17515 Saint Francis Boulevard NW <br /> <br />Dear Ms. Frolic: <br /> <br />This letter accompanies a Land Use Application for a Conditional Use Permit for US West <br />Wireless, to allow the location of a PCS telephone tower and cell site on the property of John and <br />Avis Gobernatz, at 17515 Saint Francis Boulevard NW, Ramsey, (612) 753-3744, as you and the <br />planning staff have suggested. U S West Wireless has pursued a lease for an approximate area of <br />thirty (30') feet by thirty (30') feet to accommodate this telecommunications tower and <br />equipment. This application is in accordance with the City of Ramsey Zoning Ordinance Number <br />9.03.06. <br /> <br />HISTORY <br />U S West Wireless, L.L.C. purchased a license in the 1,800 MHz radio frequency spectrum in <br />January of 1995. This enables voice and data to be sent and received over the airwaves through a <br />network of antenna that can be mounted on existing structures or freestanding towers. This <br />Personal Communications Service (PCS) is a digital signal rather than analog and provides a <br />clearer, more secure connection while providing possible services such as paging, fax, video, <br />data, caller ID, and voice messaging to handheld PCS telephones. <br /> <br />To fulfill its mandate from the FCC, U S West Wireless has developed a grid of antenna <br />throughout the service area. The objective of the system is to provide wireless services to all <br />Twin City and outlying communities. Since U S WEST Wireless intends to utilize PCS as an <br />affordable Wireless Local Loop Service, coverage at the neighborhood level is essential (unlike <br />Cellular, which typically focuses on mobile service). <br /> <br />Given the size and magnitude of use of the U S West Wireless system, there must be several <br />antenna facilities in order for U S West Wireless to provide service throughout the area. As each <br />additional facility is constructed, its location and height become relatively fixed. This makes it <br />essential to ensure that any newly proposed facilities are at the proper heights and locations to <br />alIow them to "connect" and provide seamless coverage between the existing sites. Because of <br />this, the amount of flexibility in the acceptable heights and locations of the remaining proposed <br />facilities is reduced. With these parameters in mind, we have (with Staff's recommendation) <br />identified the property located at 17515 Saint Francis Boulevard NW as a location that best meets <br />the engineering requirements for the proposed site.
