Ms. Silvia Frolic <br />Zoning Administrator <br />November 16, 1999 <br />Page Two <br /> <br />PROPOSED USE <br />U S West Wireless, L.L.C. is proposing to install a PCS telecommunications tower on the <br />property at 17515 Saint Francis Boulevard NW, currently owned by John and Avis Gobematz. <br /> <br />The location of this site is situated toward the northwest side of the property at Saint Francis <br />Boulevard NW and 177'h Avenue NW. According to the zoning maps, the property is zoned R- <br />IR Single Family Residential. The surrounding areas on the North, West and South sides are <br />zoned R-1R Single Family Residential; and, property to the East is zoned R-1R Single Family <br />Residential. <br /> <br />There will be an antenna configuration at the top of the monopole that is extremely narrow and <br />relatively unobtrusive. This new design drastically reduces the size of the antenna apparatus <br />mounted to the top of the monopole, which is shown on Exhibit A. <br /> <br />We propose to construct and install a one hundred eighty foot (180') monopole communications <br />tower in the leased area, which is located approximately one hundred sixty-five (165') feet from <br />the nearest residence and a minimum of one hundred sixty-five (165') feet from either roadway, <br />St. Francis Boulevard N.W. or 177th Avenue NW. This monopole will be designed in <br />accordance with E.I.AfF.I.A. 222 Revision F entitled "Structural Standards for Steel Antenna <br />Towers and Antenna Supporting Structures." The tower is designed to kink upon itself as <br />opposed to free fall. Please see Exhibit B for a letter from our tower manufacturer. This <br />monopole will be able to accommodate a total of four (4) users. Existing trees and shrubs will <br />screen the base of the monopole and equipment cabinets from view. <br /> <br />The equipment cabinets will be adjacent to the monopole on the south side, and take up <br />approximately ten (10') feet by twelve (12') as depicted on Exhibits C and D. The equipment <br />cabinets are approximately five (5') feet tall, three (3') feet deep, and six (6') feet wide. <br /> <br />The cell site will require single phase, 200 amp, and 208-volt electrical service and T1 telephone <br />for utilities. These will be obtained from the site and separately metered. This and other technical <br />specifications of the cell site are shown as Exhibit E. <br /> <br />I have included construction drawings shown as Exhibit A, indicating the locations as described. <br />Access to the tower site shall be provided by an existing access road. <br /> <br />Additionally, the cell site will meet both FAA and FCC requirements for the location. <br /> <br />ZONING AND CONDITIONAL USE STANDARDS <br />The site meets the City's standards for Conditional Use Permit under section 9.03.06 of the city <br />code. .. <br /> <br />VARIANCE HEIGHT <br />US West is requesting a Variance on the height restriction of this tower. In order to provide coverage as per <br />our engineering specifications for operating purposes we require the height of this monopole to be one <br />hundred eighty (180') feet.
