Ms. Silvia Frolic
Zoning Administrator
November 16, 1999
Page Three

Please note that I have reviewed the area for existing structures, including rooftops, water towers, and other
towers for potential existing locations for our antenna. There are no rooftops, water towers or other
telecommunication towers that can accommodate our antenna at the height needed in this area.

CONCLUSION
New wireless communications technology has developed rapidly in the past few years and many
new applications are vital to industrial and business uses. Business and industry are seeking out
and adapting to these new technologies to remain competitive as the new Information Highway
becomes a reality. Having access to these emerging wireless technologies will be an important
amenity for the success of future business development.

This facility will enhance public safety and welfare because it will enable U S West Wireless to
bring Code Division Multiple Access (CDMA) wireless technology to the area. CDMA
technology, which did not exist four years ago, now is considered the leading wireless access
technology in the industry. The ability to transmit data such as fax, paging and computer data
transmission will open a whole new way of communicating by business, individuals and
government services. Police can use CDMA wireless fax machines to give them the ability to
obtain faster search warrants when illegal activity is observed without leaving the scene.
Firefighters can receive faxed blueprints of a building in route to fight fires more safely.
Ambulances can use it to transmit vital data to emergency rooms, which allow the emergency
rooms to be better prepared to receive injured accident victims. Additionally, CDMA encoding
will virtually eliminate the possibility of phone number cloning and cell number theft.

I appreciate all of the assistance I have received from the Zoning Staff and look forward to
working with you to provide CDMA PCS cellular capability to your area. I respectfully request
that this application be placed on the December 7, 1999 Planning Commission meeting agenda. I
will be present at the hearing to answer any questions or concerns that the commission or public
may have. In the meantime, if there are any questions or concerns I can be reached at (612) 309-
9490.

Respectfully submitted,

Tony Bocian
Property Specialist
on behalf ofU S WEST Wireless, L.L.C.

cc: Mr. Steve Mangold, Regional Real Estate Manger, U S WEST Wireless, L.L.C.
Ms. Patrica Conlin, Real Estate Manager, U S WEST Wireless, L.L.C.
