7. Easement Acquisition. Prior to the time of construction, the owner or subdivider <br />shall obtain all easements required for the project. At the time the project is complete <br />and turned over to the City, all easements shall be deeded to the City. <br /> <br />8. Lot Grading. All lots shall be graded in accordance with the final grading plan. <br />In addition, erosion control measures shall be followed to eliminate erosion. Upon <br />completion of the grading, topsoil shall be restored and temporary vegetation established. <br /> <br />9. Park and Trail Development. The Park and Recreation Commission shall <br />establish a park and trail development plan prior to recording of the plat and entering into <br />the development agreement. The City Engineer shall provide a feasibility study for <br />completion of this park and trail development estimating the cost of said development. <br />This development shall then be completed as a Stage I Improvement. <br /> <br />The City recognizes that trails or sidewalks within the road right-of-ways in urban <br />areas serve an important transportational purpose, that these trails enhance safety <br />for pedestrians and children, that removing non-motorized transportation from <br />street surfaces may reduce the need for residential stop signs on interior <br />intersections - and as a result increase efficiencies to the motoring public. <br /> <br />Ali subdivisions within the urban Service area shall have a minimum eight-foot (8') <br /> <br />wide bituminous or concrete trail or sidewalk paralleling each street to provide for <br />effective snow removal and safe two-way traffic. The only urban subdivision streets <br />not required to have these trails are cul-de-sacs with less then 15 units (not including <br />the intersection) and with no probability as a through street. The trail will be <br />constructed as a Stage I improvement. The cost will be borne by the developer and <br />not eligible for credit against park and trail dedication fees. The design must meet <br />current standards of the Ci~, comply with the ADA act and be shown on the <br />preliminary plat for approval. <br /> <br />10. Street Lights. After consultation with Anoka Electric Cooperative or other <br />provider of electrical services, the City Engineer shall place within the development <br />agreement, a street light construction plan which will then be constructed as a Stage I <br />Improvement, the cost of purchase, installation and three year's operation and <br />maintenance thereof being included within the development agreement as a Stage I <br />Improvement. <br /> <br />c. Stage II Improvements. <br /> <br />1. Street Striping And Signing. Upon completion of the street, the owner or <br />developer shall install all street signs and traffic signs as required by the City Engineer. <br />Street striping shall be completed on all major thoroughfares, commercial and industrial <br />streets as required by the City Engineer.
