Subd. 3. <br /> <br />Basic Improvements Installed by Developer <br /> <br />a. General Rule. No final plat shall be approved by the Council unless the owner or <br />subdivider has, at their own expense, complied with the requirements of this Section. <br /> <br />b. Stage I Improvements <br /> <br />1. Sanitary Sewer. Sanitary sewer mains and service connections stubbed in to the <br />property line shall be installed to serve all lots in the Subdivision when the location of <br />such plat is within an area of the City which is either being assessed for sanitary sewer <br />service or for which such service has been authorized by the Council. The Council, in its <br />discretion, may waive this requirement upon a showing that to require the installation of <br />such sanitary sewer mains within the Subdivision would not be feasible with regard to the <br />extension of existing trunk and interceptor mains to service the Subdivision or that the <br />particular locations or unusual circumstances of the proposed plat would cause undue <br />hardship to either the owner or subdivider or the City. <br /> <br />2. Streets. Streets shall be constructed which are graded and paved in accordance <br />with specifications provided by the City. <br /> <br />3. Curb and Gutter. Concrete curb and gutter shall be installed in those subdivisions <br />where sanitary sewer and water are required. <br /> <br />4. Storm Drainage. A system of drainage that will adequately take care of the water <br />runoff within the Subdivision shall be provided. In the event it is feasible to connect to <br />existing of proposed storm sewer systems, as identified in the City's storm drainage plan, <br />storm sewer mains within the Subdivision shall be installed. <br /> <br />5. Water. Water mains and service .connections stubbed in to the property line shall <br />be installed to serve all lots in the Subdivision when the location of such plat is within an <br />area of the City which is either being assessed for water service or within which such <br />service has been authorized by the Council. The Council, in its discretion, may waive the <br />application of this portion of the ordinance upon a showing that to require the installation <br />of water mains within the Subdivision would not be feasible with regard to the extension <br />of existing trunk mains to service the Subdivision or that the particular locations or <br />unusual circumstances of the proposed plat would cause undue hardship to either the <br />owner or subdivider or the City. <br /> <br />6. Street Traffic Control Signals. If deemed necessary by the City Engineer and <br />Council, the owner or. subdivider shall install street traffic control signals. The <br />signalization shall be constructed ir~ conjunction with the street unless the Council grants <br />a waiver to delay signalization.
