CITY COUNCIL/PLANNInG COMMISSION <br />SPECIAL JOINT MEETING' <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The .Ramsey City Council and Plamaing COmmission conducted a special joint meeting on <br />Tuesday, February 1, 2000, at the Rarnsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamee <br />Councilmember Susan Anderson <br />Councilmember Gerald Zimmerman <br />Councilmember Terry Hendriksen <br />Councilmember Margaret Connolly <br />Commissioner Leo Anderson <br />Commissioner William Kociscak <br />Commissioner Robert Johnson <br />Commissioner Chris Dempsey <br />Commissioner Sharon Jensen <br />Commissioner Michael Nixt <br /> <br />Members Absent: Commissioner Joe Wivoda <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Community Development Director Sylvia Frolik <br />Bill Hudson, Facilitator from BrassTacks Network <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamee called the special meeting to order at 5:50 p.m. <br />OPEN DISCUSSION <br /> <br />The fn'st question for discussion was "Is there room for improvement between the City Council <br />and the Planning Commission?" The general consensus is that there is always room for <br />improvement. The following issues were raised: what is the appropriate relationship between <br />Council and Planning Commission; that it is helpful for the Planning Commission to know <br />Council's position on issues; the fact that there is a eommurdcation gap between the two groups; <br />that CounciI should try and understand the thought process the Planning Commission went <br />through to arrive at their recommendation; what is the role of the Planning Commission; and the <br />need to clarify recommendation versus decision. <br /> <br /> <br />
