Box 506 <br />Elk River, MN 55330 <br /> <br />Re: Preliminary Plat/Site Plan Review: Mallard Ponds <br /> <br />Dear Chris: <br /> <br />We are in receipt of your proposed Preliminary Plat for Mallard Ponds, a townhome <br />development with space reserved for a future apartment complex. The Preliminary Plat consists <br />of three (3) sheets dated February 14, 2000, revision dated February 22, 2000, prepared by John <br />Oliver & Associates, Inc. We offer the following comments: <br /> <br />Zoning and General: The subject property is approximately 16.67 acres in size. The <br />preIiminary plat indicates the current zoning is MUltiple Residential and should be <br />corrected to identify B-1 and B-2 Business as the eurrefft zoning. The City has received <br />an application to rezone the property to Planned Unit Development to facilitate <br />development of it with a mixture of townhomes and apartments. <br /> <br />Density:. The draft Comprehensive Plan has targeted this area for high density residential <br />development with a maximum density of 15 units per net acre. There are 1.64 acres of <br />wetlands on the site which results in a net developable area of 15.03 acres. According to <br />the guidelines of the draft Comprehensive Plan, 225 units would be allowed on the site; <br />57 townhouse units are proposed. The apartment complex would be restricted to a <br />maximum of 168 units. The City Charter also requires compatible densities between <br />existing and new development. Mallard Ponds is bounded on the north and west by a <br />portion of the Flintwood Planned Unit Development. The first tier of homes on the <br />Flintwood side calculate out to a density of 7.5 units per acre; the first tier of homes on <br />the Mallard Ponds side of the common boundary calculate out to a density of 5.3 units per <br />acre. <br /> <br />Streets: Barium and Argon Streets are proposed to 'be extended south into the plat and <br />continue through to Dysprosium Street, which then feeds into County Road #116. This <br />street is shown on the preliminary plat as Argon Street and should be identified on the <br />fmal plat as 140~ Lane N.W. There is a private road extending offofthe public street to <br />serve the interior of the townhome section that is proposed to be dedicated as a utility <br />easement on the final plat. For address assignment purposes, this private street should be <br /> <br /> <br />
