The use of a private street is acceptable to the City, but the <br />development agreement will require confirmation from the Developer that the <br />homeowners covenants puts people on notice that the road will remain a private road and <br />the responsibility of the homeowners association. The pavement width on the private <br />street is proposed at 24 feet; parking must be restricted on at least one side of this private <br />street to maintain adequate emergency vehicular access. <br /> <br />Traffic Generation Analysis: A traffic analysis was commissioned by the City for this <br />development. The analysis prepared by Mr. James Johnson of Hakanson Anderson <br />Associates is appended to this review. The analysis shows relatively small traffic <br />increases on local streets. Barium Street and 141'~ Avenue are estimated to have an <br />increase of 12 trips per day. Argon Street and 142na Avenue show an increase of 103 trips <br />per day; and Dysprosium Street north will show an increase of 98 trips per day. The <br />traffic from this development would increase the traffic on Dysprosium north of 140t~ <br />Lane by approximately 7.5% over 1999 volumes. There are no current traffic counts on <br />Argon/142"a Avenue or Barium/I 41 ~ Avenue. <br /> <br />Street Lights: The Developer should make arrangements with Connexus to install the <br />street lights and send the utility bills to the homeowners as~'ociation. The City Engineer <br />should be provided with a copy of the street light layout for incorporation into the City <br />street light map. <br /> <br />Grading and Drainage: A grading and drainage plan has been prepared by John Oliver <br />& Associates dated February 14, 2000. This plan collects stormwater using two segments <br />of storm pipe and transmits drainage into a three cell pond located between the <br />townhouse units and the future apartment buildings. The stormwater detention pond <br />outlets into the KANO pond which borders the parcel on the east. The City has an outlet <br />from the KANO pond to the Rum River. <br /> <br />This plan must be reviewed and permitted by the Lower Rum River Water Management <br />Organization. Drainage calculations have been submitted and are under review. <br /> <br />Off Street Parking Nodes: Per Staff's request, some additional parking nodes have been- <br />identified on the Grading Plan and the Utility Plan. These 11 additional off-street parking <br />spaces should also be incorporated onto the Preliminary Plat. <br /> <br />Utility Plan and Drainage and Utility Easements: The standard 10 foot (5 foot on <br />common property lines) drainage and utility easements have been provided. Per Staff's <br />recommendation, the wetlands on the east boundary of the plat will be encumbered with a <br />drainage and utility easement. <br /> <br /> <br />
