That the proposed rezoning is in compliance with the Comprehensive Plan. <br /> <br />12. <br /> <br />That the Applicant has provided the City with a concept or general development plan dated <br />received by the City on May 15, 2000, reflecting the Applicant's intent to develop the <br />Subject Property with single family r. esidential lots that will be served by sanitary sewer and <br />municipal water. <br /> <br />13. That the proposed zoning amendment wilL/will not s.ubstantially adversely impair the use or <br /> market value of any surrounding property. ' <br /> <br />14.
