..... ~,,.,~,~ .~.z.,u.~.a {ol taI~ l~ig. lllSt~y [..,l[y I,~o(le states mar me intent oI me m-I tcural <br />Residential District is to accommodate single-family dwelling units on land outside the <br />Urban Service Area. <br /> <br />That Section 9.20.03 of the Ramsey City Code states that the intent of the R-1 Urban <br />Residential District is to accommodate single-family dwelling units on land inside the Urban <br />Service Area. <br /> <br />10. <br /> <br />That the Subject Property was included in the Metropolitan Urban Service Area by a <br />Comprehensive Plan amendment approved by the Ramsey City Council on November 9, <br />t993 (Resolution #93-11-268) and the Metropolitan Council on January 12, 1995. <br /> <br />11. That the proposed rezoning is in compliance with the Comprehensive Plan. <br /> <br />12. <br /> <br />That the Applicant has provided the City with a concept or general development plan dated <br />received by the City on May 15, 2000, reflecting the Applicant's intent to develop the <br />Subject Property with single family r. esidential lots that will be served by sanitary sewer and <br />municipal water. <br /> <br />13. That the proposed zoning amendment wilL/will not s.ubstantially adversely impair the use or <br /> market value of any surrounding property. ' <br /> <br />14.
