CASE # ~.~ <br /> <br />REQUEST FOR SITE PLAN REVIEW; <br />CASE JERRY THELL CONSTRUCTION <br />By: City Planner, Anita Rasmussen <br /> <br />Background: <br /> <br />Jerry Thell of Jerry Thell Construction has submitted a site plan for the development of <br />an square foot office/warehouse building on Lot 2, Block 5, Alpaca Estates. The <br />following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated April 27,2000 <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public', hearings. Site plans were submitted <br />to Monarch Homes and Canvas Craft for their information. However, the applicant is <br />applying for a conditional use permit to allow for the warehouse portion of this site plan. <br />A conditional use requires a public hearing. <br /> <br />Observations: <br /> <br />The site is restricted to a lot coverage of 35% or 20,886 square feet; the 12,000 square <br />foot building equals a lot coverage of approximately 20%. The location of the building <br />meets all required building setbacks. However, the property proposes to have off-street <br />parking directly abutting the existing residential district to the south. City Code requires <br />a 40 foot landscaped area between the business and the abutting residential district as well <br />as restricting the parking and maneuvering areas adjoning residential districts no closer <br />than 25 feet to the side or rear property line. <br /> <br />The exterior walls are proposed to be a combination of burnished concrete block, rock <br />face block, utility block, face brick and smooth concrete block. The plan also proposes a <br />flat roof. According to code, flat roofs on non-residential structures may be prohibited <br />when such construction is deemed by the City to be incompatible with surround <br />residential development. Since property borders a residential development and there are <br />two existing business along Riverdale Drive with pitched roofs, staff feels the proposed <br />flat roof is incompatible with the surrounding area. <br /> <br />In accordance with City Code, all maneuvering and parking areas are proposed to be <br />paved with bituminous and finished with B-612 concrete curbing. The number of off- <br />street parking spaces complies with City Code requirements. <br /> <br /> <br />
