The 20 feet of green space required adjacent to alt public roads is provided along <br />Riverdale Drive. When a non-residential use is adjacent to a residential use, Code <br />requires screening with a 40-foot wide landscaped area. The site plan does not provide <br />the 40 foot 'no activity' zone along the south property line. The overall numbers of trees <br />proposed to be planted are well below the standard tree count for a property of this size. <br />In addition, there is a minimum of I tree to 35' public roadway, as well as along the side <br />yard that the plan fails to meet. The trees should also consist of a variety of species such <br />as oaks, hachberry's or disease resistant elms. <br /> <br />The waste storage receptacle is proposed to be located within the warehouse portion. The <br />lighting plans comply with City Code. <br /> <br />The drainage and grading plan are also unacceptable due to the 85% proposed impervious <br />surface and poor drainage planning.' The plan also proposes the stormwater runoff into <br />the neighboring residential properties <br /> <br />Recommendation: <br /> <br />Jerry Thell has not submitted new site plans addreSSing'the concerns raised by staff. Mr. <br />Thell had verbalized his desire to withdrawal his' application for a site plan and <br />conditional use permit. However, staff has not receiVed an official letter of withdrawal. <br />In light of that, a formal decision will need to be rendered on this application according to <br />the 60-day law. Because the site plan was deficient and not in accordance with the <br />zoning ordinance, staff recommends denial of the site plan. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council deny site plan approval to the proposal for Jerry Thell <br />Construction based on the City Staff review letter dated April 27, 2000. <br /> <br />Review Checklist: <br />Community Development Director <br />City Engineer <br />Parks & Utilities Supervisor <br />Comm.
