The 20 feet of green space required adjacent to alt public roads is provided along Riverdale Drive. When a non-residential use is adjacent to a residential use, Code requires screening with a 40-foot wide landscaped area. The site plan does not provide the 40 foot 'no activity' zone along the south property line. The overall numbers of trees proposed to be planted are well below the standard tree count for a property of this size. In addition, there is a minimum of I tree to 35' public roadway, as well as along the side yard that the plan fails to meet. The trees should also consist of a variety of species such as oaks, hachberry's or disease resistant elms. The waste storage receptacle is proposed to be located within the warehouse portion. The lighting plans comply with City Code. The drainage and grading plan are also unacceptable due to the 85% proposed impervious surface and poor drainage planning.' The plan also proposes the stormwater runoff into the neighboring residential properties Recommendation: Jerry Thell has not submitted new site plans addreSSing'the concerns raised by staff. Mr. Thell had verbalized his desire to withdrawal his' application for a site plan and conditional use permit. However, staff has not receiVed an official letter of withdrawal. In light of that, a formal decision will need to be rendered on this application according to the 60-day law. Because the site plan was deficient and not in accordance with the zoning ordinance, staff recommends denial of the site plan. Commission Action: Motion to: Recommend that City Council deny site plan approval to the proposal for Jerry Thell Construction based on the City Staff review letter dated April 27, 2000.
