Mr. Hanson stated the elevations he has seen indicate that this pond is at a location that is at the <br />highest elevation on the site and he cannot understand how you can get drainage to the highest <br />pond. <br /> <br />City Engineer responded if you excavate four to six feet out it would be lower. <br /> <br />Mr. Hanson stated that would change the elevation of the site and remove the hill that is a berm <br />of their view of the site. <br /> <br />Acting Chairperson Nixt responded he can appreciate that and Mr. Hanson's objection is noted. <br /> <br />Commissioner Johnson asked if Staff has considered any screening and suggested something <br />aesthetically pleasing such as trees or s .h['ubbery be considered on the common property line with <br />Bake-Star. <br /> <br />Acting Chairperson Nixt asked Mr. Hanson if subject to. the assumption this can be blocked with <br /> ! <br />some suitable screening, are these his two principal issues. <br /> ,/ <br /> ,/ <br />Mr. Hanson stated they are also dealing with comm6nts made in some of the hearings. There <br />does not seem to be an absolute statement that the truck access will be on McKinley and not from <br />Azurite Street. Given the amount of traffic he is projecting, he wants it clearly understood they <br />do not want the overflow traffic to inconvenience the entire industrial site. <br /> <br />Acting Chairperson Nixt responded they have no flexibility over that, it is part of the Conditional <br />Use Permit. They have to focus on the site plan and Mr. Hanson's observations have been very <br />worthwhile. <br /> <br />Mike Berkopec, Ace Solid Waste, stated all their documentation is based on what professionals <br />in the business have told them. Plowe Engineering did the drainage plan and all the issues are <br />taken care of. As this relates to some of the other issues, the issues have been looked at by <br />professionals with the exception of the wetland, however, the Conditional Use Permit is <br />conditional on the wetland determination. <br /> <br />Acting Chairperson Nixt asked if he would consider voluntary incorporation of a reasonable <br />amount of screening to address the concern of landowners. <br /> <br />Mr. Berkopec said the current elevation versus the new elevation of the pond is within one foot, <br />and he thinks they are one foot higher, and the pond will provide a lot of screening. The north <br />pond is on the outside of the fence, and that becomes a natural buffer. Also in regard to the <br />landscape plan, some maturing trees will be staying in that area in addition to some landscaping <br />they are putting in. That area of the property is probably one of the better screened currently. <br /> <br />Commissioner Johnson suggested Mr. Berkopec work with Staff, and Staff work with the <br />adjacent property owners to make a determination.
