The overall level of service is shown followed by the worst approach. <br /> <br />Proposed Development <br /> <br />Two land use alternatives and an intemal roadway system were developed for Section 28 (see <br />Figure 3: Proposed Land Use Plan and Roadway System). The two proposed land use <br />alternatives are based on the City of Ramsey's recently adopted land use plan and conversation <br />with City staff regarding market conditions. The internal roadway system was developed relative <br />to the topography of the section and the parcel boundaries. Also taken into account in the <br />development of the internal roadway system was a restriction by Anoka County of no more than <br />six access points onto County Road 116. Both alternatives include 406 units of medium density <br />residential, 420,000 square feet o.f business park development, 575,000 square feet of light <br />industrial development, a commuter rail station with 1,000 parking spaces, 183,000 square feet <br />of retail commercial development and 435,600 square feet of office space. The land use <br />difference between the two alternatives is that Alternative One includes the Anoka - Hennepin <br />Technical College with 4,000 students on a 125-acre parcel and Alternative Two includes an <br />additional 1,600,000 square feet of light industrial development in place of the college. <br /> <br />In addition to the development of Section 28, the parcel of land south of the Ramsey <br />Boulevard/TH 10 intersection was assumed to be fully developed by 2005. Land uses for this <br />development were provided by the City of Ramsey staff and include 181 units of multifamily <br />residenti al, 138,500 square feet of office space and 231,000 square feet of commercial space. <br /> <br />Traffic Forecasts <br /> <br />Background traffic volumes were developed for the year 2005 using a two-percent yearly growth <br />rate from the existing (1999) traffic volumes. The yearly growth rate was determined through <br />comparison of existing and future regional model forecasts and recent growth trends on roadways <br /> <br />q <br /> <br /> <br />
