Steve Jankowski, P.E. - 13 - Jmmary 14, 2000 <br /> <br />Summary and Conclusions <br /> <br />The City of Ramsey is proposing completion of the development of Section 28 by the year <br />2005. The purpose of this study is to determine the traffic operations impacts to the roadway <br />network associated with two land-use alternatives and the associated internal roadway network. <br />This study also includes a comparison of the advantages and disadvantages of connecting <br />Section 28 with the neighborhood streets to the north. Based on the analysis, we offer the <br />following comments and recommendations for your consideration: <br /> <br />The existing roadway network currently operates at acceptable levels of service. <br /> <br />There is only one difference between the two alternatives: Alternative One includes the <br />4,000 student (1,600 fall-time equivalent) Anoka-Hennepin Technical College on 125 acres <br />and Alternative Two replaces the technical college with 1.6 million square feet of light <br />industrial development. <br /> <br />The intersection of Ramsey Boulevard and TH 10 is projected to operate at LOS F in both the <br />a.m. and p.m. peak hour in 2005 for both land use alternatives. However, Alternative Two <br />(Light Industrial) results in greater delay at the Ramsey Boulevard and TH 10 intersection <br />than Alternative One (Technical College). <br /> <br />· Both alternatives require significant roadway improvements in order for all other key <br /> intersections to operate at acceptable levels of service. <br /> <br />The potential roadway connections between County Road 116 and 149th Street are projected <br />to result in an increase in traffic volumes on 149th Street of 375 vehicles per day, but do not <br />impact the level of service at the key intersections. Future daily traffic volumes would be <br />consistent with guidelines for residential streets. <br /> <br />· The roadway connections will create an alternative route w/th traffic signal control for <br /> neighborhood traffic attempting to turn left onto Ramsey Boulevard or Armstrong Boulevard. <br /> <br />KLL/BJT/smf <br /> <br /> <br />
