PW CASE

UPDATE ON 164TM LANE STORM SEWER
(IMPROVEMENT PROJECT #99-68)
By: Steve Jankowski, City Engineer

Background:

A storm sewer is needed to alleviate a drainage problem that exists in the area of 164th Lane and
C.S.A.H. #5. In 1999, this project was added to our five-year CIP, 2000-2004. Attached is the
project sheet, which anticipates placing a storm sewer within the right-of-way of 164th Lane and
discharging to the protected wetland near the western terminus of the roadway.

Staff was asked to investigate the possibility of an alternative route near the eastern end of 164th
Lane. Attached is a sketch illustrating the alternative route, which would involve participation
from two properties. Staff had some difficulty in contacting these property owners but has now
met and spoken to both of them. While the owners of the property fronting on 164th Lane were
receptive to the storm sewer concept, the property owner fronting on C.S.A.H. #5 was strongly
opposed to the idea.

Recommendation:

It is staff's recommendation that we begin design of the project utilizing the CIP route and begin
discussion with the property owners of PIN-0014, -0016 and -0018 to obtain an easement from
164th Lane to the wetland.

Committee Action:

Provide direction on project implementation.

Reviewed by:

City Administrator
Director of Public Works

PW: 01/18/00

$7
