Metropolitan Planning Overview <br />In the implementation section, the jurisdiction shows how local <br />official controls will ensure the continued viability of plans outlined in <br />other sections of the comprehensive plan. This section also outlines <br />the community's capital improvement program. Detailed <br />implementation program requirements are included in Section 7 of <br />this Handbook. <br />Growth is dynamic in the region and its communities. The <br />Metropolitan Development Guide requires amendment occasionally <br />to reflect changes at the regional level. When this occurs, the <br />Metropolitan Council notifies affected communities that they must <br />review their plans. Communities also may initiate an update or <br />amendment to their comprehensive plan. <br />Local units are required to review and update their comprehensive <br />plans at (east once every 10 years, and the Metropolitan Council <br />is required to review the updated plan. The current round of updates <br />was launched with the release of the system statements on <br />September 12, 2005. These updates are due in 2008, three years <br />from the date the system statement was received. <br />Minnesota law specifies that a revision of the Regional Development <br />Framework or a change in one or more of the policy plans will result <br />in a new system statement that communicates the change. A system <br />statement is created uniquely for each jurisdiction affected by the <br />change. The system statement alerts the jurisdiction that the local <br />comprehensive plan must be reviewed and an amendment may be <br />required. If an amendment is required as a result of a revision of <br />the Regional Development Framework or a change in a policy plan, <br />the local jurisdiction has nine months to prepare the amendment and <br />submit it to the Council for review. <br />http://www.metrocouncil.ord/plan <br />ning /LPH /LPHSect7.pdf <br />Minn.
