Metropolitan Planning Overview <br />Minnesota law outlines a sequence for submitting a comprehensive <br />plan to specific units of government before it is submitted to the <br />Metropolitan Council. This ensures that the Metropolitan Council <br />reviews only those plans that have been reviewed by affected <br />jurisdictions and the comprehensive plan has been approved by the <br />municipality's own governing body. <br />The review process and timeline are slightly different for <br />comprehensive plan updates and comprehensive plan <br />amendments. While the general steps are the same, the timeline <br />for an amendment is usually shorter than for an update which is <br />typically more complex and lengthy. See the review process and <br />timelines for both updates and amendments outlined in a table. <br />Before a municipality submits its updated or amended comprehensive <br />plan to the Metropolitan Council it must take the following steps: <br />• Allow for adjacent governments, affected special districts lying <br />in whole or in part within the metropolitan area, and affected <br />school districts to review and comment <br />• Planning Commission approval <br />• Local governing body approval (but not final adoption). <br />Minnesota law requires each municipality to submit its proposed <br />comprehensive plan to adjacent governments, affected special <br />districts lying in whole or in part within the metropolitan area, and <br />affected school districts for review and comment prior to submission <br />to the Council. Special districts typically include school districts, park <br />districts, watershed districts and watershed management <br />organizations, transit providers, commissions such as the <br />Metropolitan Airports Commission, and federal and state agencies. <br />Minn.
