t Metropolitan Council Local Planning Handbook 1 Section 1. Metropolitan Planning Overview <br />In its review of a local comprehensive plan, the Metropolitan Council MLPA overview <br />views a jurisdiction's intended actions from the perspectives of the <br />Metropolitan Land Planning Act and the regional system plans. The <br />review is designed to determine how the community's planned <br />actions relate to the interests of the region over the long term. Local <br />comprehensive plan updates and amendments are evaluated relative <br />to three criteria: <br />Conformance to <br />system plans <br />• Conformance with all metropolitan systems policy plans for Minn. Stat. 473.175 <br />transportation, water resources and parks <br />• Consistency with requirements of the Metropolitan Land <br />Planning Act and Metropolitan Council policies <br />• Compatibility with the plans of other jurisdictions, including <br />school districts <br />One of the Metropolitan Council's key functions is to ensure regional <br />systems are managed and used effectively. Therefore, an extensive <br />system plan has been crafted for each of the major systems: water <br />resources; parks; and transportation, including transit and aviation. <br />In order to be considered complete, the comprehensive plan must <br />include specific information regarding the community's or county's <br />conformance with the requirements of these system plans. <br />A local comprehensive plan conforms to the systems plans if it <br />includes adequate and complete information as described in the <br />system statement, and does not present a substantial impact on, or <br />contain a substantial departure from, metropolitan systems plans. <br />The Metropolitan Council may require a plan modification if <br />the plan is more likely than not to have a substantial <br />departure from or impact on a regional system or plan. <br />(Handbook, page 1 -15) <br />Minn.
