t Metropolitan Council Local Planning Handbook 1 Section 1. Metropolitan Planning Overview <br />Statute identifies additional elements that may be included in the <br />comprehensive plan. These are additional elements are discussions <br />of economic development, intergovernmental coordination, and <br />urbanization and redevelopment. <br />The contents of the comprehensive plan are not limited to the <br />content requirements of the Metropolitan Land Planning Act and <br />Council policies. A municipality may choose to include additional <br />information in its comprehensive plan, such as master plans, <br />redevelopment plans, other public facilities plans such as hospitals or <br />schools, or special studies. <br />The community may also choose to describe the planning process <br />and the roles of community residents, the business community, <br />Planning Commission members and others in developing the local <br />comprehensive plan. Goals, objectives, and criteria that are <br />developed with community visioning activities can be referenced in <br />the comprehensive plan. <br />Economic The economic development element identifies types of mixed use <br />development development, expansion facilities for businesses, and methods for <br />developing a balanced and stable economic base. <br />Intergovernmental By discussing intergovernmental coordination, the community <br />coordination formally acknowledges its relationship with other communities, <br />adjacent and nearby local government units, the region and the <br />state. This acknowledgement is especially appropriate when <br />communities participate in joint planning and decision - making in <br />order to site public schools, build public facilities or share public <br />services. <br />Urbanization and The timing and sequence of development and redevelopment may be <br />redevelopment areas discussed here. This discussion assists the municipality in its plans <br />for improving local infrastructure.
