t Metropolitan Council <br />Include policies and <br />objectives <br />Describe standards <br />and programs for <br />implementing the <br />plan <br />Local Planning Handbook 1 Section 2. Foundation of the Comprehensive Plan <br />Policies and objectives establish the municipality's direction and <br />guide general land use decisions. This chapter describes the <br />municipality's objectives and sets out the policies, standards and <br />programs that constitute the overall approach the municipality <br />intends to follow to reach those objectives. <br />The focus is on policies and objectives that guide land use, <br />development, redevelopment and preservation of land and water <br />within the municipality's jurisdiction. Specific policies relating to <br />particular systems and exact implementation strategies are included <br />in later chapters of the comprehensive plan. <br />The background chapter must include a description of standards and <br />programs to be used in implementing the comprehensive plan. These <br />standards provide broad direction for the municipality in establishing <br />its official controls. Programs, such as the capital improvement <br />program, are included here to the extent that they identify the <br />timing and financing mechanisms for implementing the <br />comprehensive plan. <br />Strategies for regional development relate directly to growth <br />patterns within the region. In the 2030 Regional Development <br />Framework, municipalities are identified according to their regional <br />planning area designation.
