Foundation of the Comprehensive Plan <br />The 2030 Regional Development Framework assigns some <br />municipalities on the developing edge of the metropolitan area more <br />than one planning area designation. The double designation reflects <br />a division within the municipality between areas planned for urban <br />growth and served by the regional sewer system and areas <br />maintained for either agricultural or rural land use and served by <br />septic systems. <br />Strategies to accommodate expected growth depend in great part <br />the growth patterns reflected in the community's planning area <br />designation. The Planning Areas Map in the 2030 Regional <br />Development Framework illustrates regional growth patterns by <br />planning area designation. The Framework also includes strategies <br />appropriate to each planning area designation. <br />The background chapter must include total population, household <br />and employment forecasts. These serve as the foundation for the <br />rest of the comprehensive plan. The 2030 Regional Development <br />Framework includes forecasts for household number, population and <br />employment for the years 2010, 2020 and 2030. The Metropolitan <br />Council, with input from municipalities, calculates these forecasts <br />using regional statistics. Forecasts are updated periodically as <br />new information becomes available. The Metropolitan Council's <br />website contains the most current version of the forecasts. <br />The Metropolitan Council's forecasting methodology considers <br />historic trends, 2000 census data, current demographic data, annual <br />monitoring of building permits and employment data and local <br />comprehensive plans.
