Foundation of the Comprehensive Plan <br />How are forecasts <br />used? <br />Forecasts at the regional, county and municipal levels are expressed <br />in the 2030 Regional Development Framework. At the regional level, <br />the Metropolitan Council forecasts that, between 2000 and 2030, the <br />metropolitan area will grow by 1 million people in half a million <br />households and 583,000 jobs. <br />The 2030 Regional Development Framework forecast tables <br />(Appendix A) include total projected population, household number, <br />and employment growth for each municipality. <br />In addition to the growth forecasts, the Metropolitan Council <br />provides annual estimates of the previous year's population, <br />household number, and employment. <br />The Metropolitan Council translates the forecasts into regional <br />infrastructure needs for roads and highways, transit service, <br />wastewater infrastructure, water supply and parks. The forecasts <br />also become the basis for each municipality to plan for water, <br />wastewater, roads, and parks.
