Foundation of the Comprehensive Plan <br />Why use <br />Metropolitan Council <br />forecasts? <br />What if the <br />municipality <br />includes sewered <br />and unsewered <br />areas? <br />If a municipality bases its comprehensive plan on forecasts other <br />than those provided by the Metropolitan Council, the plan will likely <br />not be in conformance with the regional system plans and may <br />represent a departure from, or impact to, the regional policy plans. <br />If a comprehensive plan includes a forecast that is lower than the <br />2030 Regional Development Framework forecasts, the regional <br />systems will be underutilized and the unplanned growth will need to <br />be accommodated elsewhere in the region. A comprehensive plan <br />that is inconsistent with Metropolitan Council policy results in the <br />inefficient use of infrastructure. <br />If a comprehensive plan includes a forecast that is higher than <br />planned in the 2030 Regional Development Framework, adequate <br />infrastructure may not be available to accommodate the growth. <br />Contact your sector representative with questions. <br />The system statements of municipalities with existing and planned <br />development served by more than one wastewater treatment <br />method will include a table that separates the forecasted growth <br />areas into " sewered" and " unsewered." Comprehensive plan <br />documents for these municipalities must also include a forecast table <br />for the sewered and unsewered areas of growth. <br />Separating these areas assists municipalities with planning <br />for both urban and rural land uses. The forecast for the sewered <br />area is the basis for planning land uses at urban density levels <br />served by public facilities.
