t Metropolitan Council <br />Use the <br />municipality's <br />planning area <br />designation <br />Ensure conformance <br />to system plans and <br />forecasts <br />Calculate the <br />capacity to <br />accommodate <br />development <br />The 2030 Regional Development Framework assigns each <br />municipality a planning area designation (such as developed, <br />developing, rural residential, etc.). The designation is based on the <br />municipality's location in the region, forecasted growth, availability <br />of infrastructure and existing land uses. See the Framework's <br />"Planning Areas" map of planning area designations throughout the <br />region. <br />The municipality's planning area designation indicates the location, <br />intensity and extent of development that must be incorporated into <br />its land use plan. The 2030 Regional Development Framework <br />identifies specific strategies that municipalities within each planning <br />area designation must incorporate into their land use plans. <br />A municipality's growth capacity depends on its available land supply <br />and planned density. The municipality must document that its land <br />use plan is consistent with the 2030 Regional Development <br />Framework forecasts and conforms to the System Plans. To do so, <br />the municipality must consult: <br />• the municipality's planning area designation and corresponding <br />policies relative to density <br />• forecasts expressed in the municipality's system statement <br />Use the Metropolitan Council's standard calculation of net <br />development acre and net density to measure the municipality's <br />capacity to accommodate residential development. The minimum <br />density requirement is three units per net developable residential <br />acre. Net residential acreage is calculated by subtracting from gross <br />acres wetlands and water bodies, public parks, arterial streets and <br />natural resources mapped and protected by ordinance in the <br />comprehensive plan update. <br />Local Planning Handbook 1 Section 3.
