t Metropolitan Council <br />Ensure conformance <br />regarding residential <br />development <br />For municipalities <br />along regional <br />transportation <br />corridors <br />The Metropolitan Council calculates the capacity to accommodate <br />residential growth by multiplying the lowest allowed density in the <br />planned land use density range by the net residential acreage. A <br />municipality should not use "zero" as a lowest allowed density for <br />sewered development. <br />To conform to the region's system plans, the land use plan must <br />demonstrate residential development at appropriate densities to <br />accommodate the growth forecasted for the municipality. <br />The 2030 Regional Development Framework and Water Resources <br />Management Policy Plan require municipalities to plan for an <br />average net residential density of at least three units per net <br />residential acre. A plan that fails to establish the intention to <br />achieve a minimum average residential density of three units per net <br />residential acre in sewered development areas lacks conformance <br />with Metropolitan Council policy. <br />To be consistent with the 2030 Regional Development Framework, <br />municipalities that include: <br />• a regional transportation corridor <br />• transit route or <br />• transit facility <br />should plan for development that links land uses to transportation <br />service. <br />Locations near transit hubs or transportation corridors, and <br />especially locations near rail stations, represent high -level service <br />opportunities.
