t Metropolitan Council <br />Evaluate adequacy <br />of local <br />infrastructure <br />Consider impact on <br />sewer system <br />Metropolitan <br />Council commits to <br />provide sewer <br />service <br />Besides mapping and tabulating development overall, the land use <br />plan must show stages of development in five -year increments <br />(existing, 2010, 2015, 2020, 2025, and 2030). Using the <br />Metropolitan Council's templates simplifies the task of staging <br />development and land use. The land use and development staging <br />tables show the number of acres allocated within each land use <br />category. <br />For each five -year stage, the plan must include an evaluation of <br />the implications for all local infrastructure. The tables and <br />discussion must demonstrate that the municipality is capable of <br />providing necessary local facilities and services to accommodate its <br />planned growth. <br />For more information, see Forecasts (Handbook, Sect. 2) and Sewer <br />Flow (Handbook Sect. 5) <br />Of particular importance is the impact of growth on the region's <br />sewer system. For that reason, the staging tables must show the <br />volume of anticipated sewer flow. This volume must correspond <br />with the five -year increments in the plans of the municipality's <br />interceptor service area. <br />Once a comprehensive plan is approved, the Metropolitan Council <br />will provide sufficient sewer infrastructure capacity to meet 20 -year <br />growth projections and long -term service area needs identified in the <br />plan. Any capital improvements that the Metropolitan Council needs <br />to provide will be scheduled so that the infrastructure is available at <br />least two years prior to the need identified in the approved <br />comprehensive plan. <br />Local Planning Handbook 1 Section 3.
