t Metropolitan Council <br />April 2008 <br />Connect land use <br />and transportation <br />Document the need <br />to expand facilities <br />Identify potential <br />safety issues <br />Incorporate "access <br />management" <br />guidelines <br />The Transportation Policy Plan's policies 1 and 18 address the <br />interdependence of land use, natural resource protection and <br />transportation planning as these relate to reducing congestion. <br />In its transportation planning for the region, the Metropolitan <br />Council's goal is that locally generated trips will not exceed the <br />capacity of local or regional transportation facilities. The Metropolitan <br />Council relies on local information regarding forecasted growth and <br />traffic impact to plan for appropriate expansions to the existing <br />system. <br />The local transportation plan must identify the design capacity of the <br />local, county and regional road network and document whether <br />anticipated growth will exceed capacity. If the land use plan includes <br />expansion to accommodate regional growth, the transportation plan <br />should document the need to provide new or expanded <br />transportation facilities and capacity. <br />The plan must identify safety problems that the municipality <br />anticipates as the comprehensive plan is implemented and <br />development occurs. Correctable causes of vehicle, bicycle and <br />pedestrian accidents are considered in allocating resources to <br />highway and roadway improvement projects. <br />The governmental unit responsible for each road should include an <br />inventory of safety issues and a plan for improvement in its <br />transportation plan. Possible improvement strategies include access <br />management, intersection changes and signal timing. <br />The Minnesota Department of Transportation and county jurisdictions <br />have authority to deny access to principal and minor arterials where <br />access rights have been purchased. However, counties and <br />municipalities have authority regarding access to "A" minor arterials <br />and local streets. The Transportation Po /icy Plan's policy 13 <br />addresses access management of regional highways and "A" minor <br />arterials as a way for municipalities to address safety and capacity <br />issues. <br />Local Planning Handbook 1 Section 4.
