t Metropolitan Council Local Planning Handbook 1 Section 5 Water Resources Management <br />Address Infiltration <br />and Inflow <br />Infiltration and <br />Inflow Requirements <br />During major rainfall, infiltration and inflow tax the capacity and <br />operation of the Metropolitan Disposal System. Therefore, the Water <br />Resources Management Policy Plan includes policies for reducing <br />infiltration and inflow. <br />The infiltration and inflow toolbox on the Metropolitan Council's <br />website explains exactly what each municipality must do to comply <br />with these requirements. Municipalities need to include at least the <br />following elements: <br />• Present the objectives, policies and strategies for <br />preventing and reducing excessive infiltration and inflow. Sump <br />pumps and drain tile in the local sewer system are among the <br />issues that need to be addressed. <br />• Discuss the mechanisms for minimizing inflow and <br />infiltration. Provide copies of ordinances prohibiting the <br />discharge of foundation drains and roof leaders into the <br />sanitary disposal system and requiring the disconnection of <br />existing foundation drains, sump pumps and roof leaders from <br />the sanitary disposal system. <br />• Provide information on the extent, source and significance <br />of existing inflow and infiltration problems along with an <br />analysis of costs for remediation. <br />• Present the implementation plan for eliminating and <br />preventing excessive infiltration and inflow.
