t Metropolitan Council Local Planning Handbook 1 Section 5 Water Resources Management <br />If a municipality is a rural center, it must request and receive <br />approval of a change in its designation to "rural growth center" <br />before requesting that the Metropolitan Council acquire and operate <br />its local wastewater treatment plant. A municipality making such a <br />request needs to address the criteria outlined in the Water Resources <br />Management Policy Plan (pages 32 -34): <br />1. As part of the comprehensive planning process, the municipality <br />must utilize the Metropolitan Council's 2030 growth projections as <br />well as preserve areas for growth post -2030. <br />• Counties with land -use planning authority must preserve <br />areas surrounding the Rural Growth Centers for future growth. <br />• Surrounding townships and cities that have land -use planning <br />and zoning authority must preserve areas surrounding the <br />Rural Growth Center for future growth. <br />• A mechanism must be in place at the time of acquisition that <br />provides for staged orderly growth in the surrounding area. <br />2.
