t Metropolitan Council Local Planning Handbook 1 Section 5 Water Resources Management <br />Reduce nonpoint <br />source pollution <br />Local ordinances <br />Stormwater <br />management <br />• A financial impact analysis of regulatory controls and <br />programs. At a minimum, the plan must include the estimated <br />cost of adopting, implementing and enforcing the plan, and it <br />must describe the anticipated sources of revenue. <br />• An assessment of existing and potential water resource - <br />related problems, including those identified in the WMO plans <br />for the municipality, along with planned solutions for these <br />problems. <br />• A description of procedures for amending the plan with <br />statement of the year through which the plan is in effect and <br />description of procedures for minor amendments. <br />Additional information is required for municipalities to meet the <br />requirements identified in the Water Resources Management Policy <br />Plan. <br />Municipalities must comply with Metropolitan Council policies by <br />adopting goals and methods to reduce nonpoint source pollution. <br />Doing so requires the municipality to identify and control such things <br />as runoff from development and construction activities. <br />The plan must include ordinances intended to reduce nonpoint <br />source pollution. These may include erosion and sediment control, <br />storm water management, wetland protection, buffers, shoreland or <br />flood plain protection, and critical area management ordinances. <br />A list of resources on the Metropolitan Council's website provides <br />links to sample ordinances. <br />The municipality must identify ways to reduce stormwater quantity <br />and improve its quality.
