HIGHWAY #47 IMPROVEMENT PROJECT <br />Council Work Session of December 7, 1999 <br />Update of January 4, 2000 <br /> <br />Staff direction from Council during work session: <br /> <br />Offer contract with Leonard W. Levine & Associates, Inc. to assist City with the <br />determination of the precise status of the project, ascertain the availability of funding <br />sources, and provide the City with accurate information concerning the project's construction <br />schedule. Levine's consulting direction will be through the City Administrator. The item <br />will be added to the Council agenda of December 14, 1999. <br /> <br />Council authorized contracting with Leonard W. Levine & Associates, Inc. during <br />Council meeting of December 14, 1999. <br /> <br />In the early stages of the project, the City had discussed with MnDOT the use of funds from <br />the maintenance project slated for Highway #47 from C.R. #116 to 153rd Avenue. The City <br />had understood that MnDOT would transfer the amount of money scheduled for the overlay <br />project to the construction project. <br /> <br />SRF Consulting Group, Inc. received a response from MnDOT stating that MnDOT <br />already committed those funds to the project when their participation went from <br />$400,000 to $500,000 (see SRF response of December 16, 1999). <br /> <br />· When is the City required to complete acquisition of rights-of-way and rights-of-access? <br /> <br />SRF Consulting has learned that MnDOT would prefer to have the Right-of-way <br />Certificate No. 1 completed as soon as possible. The very latest it may be submitted is <br />just prior to the bid letting that must occur prior to March 31, 2000. Any delay in the <br />acquisition of the right-of-way may cause bid schedule to slip, and the City would then <br />lose the additional federal funds (see SRF response of December 16, 1999). <br /> <br />· When does the Court require the deposit of funds for the right-of-way and right-of-access <br /> acquisitions? <br /> <br />City Attorney may have a better perspective of court requirement for the deposit of <br />funds. <br /> <br />Would MnDOT agree to cover the construction engineering and inspection, which has been <br />estimated at $260,000? <br /> <br />MnDOT has agreed to cover the in-construction costs for the T.H. #47 portion of the <br />project (see SRF Consulting letter of December 16, 1999). <br /> <br />· Has the State made a final decision on the signalization of the 142nd Avenue NW <br /> intersection? <br /> <br />Correspondence from MnDOT was received by design consultant on December 22, <br />1999, which dealt with the signal justification for T.H.'#47 and 142aa Avenue <br /> <br />G:\users\City Shared File\CORRESP\Norman\I999WIISC\I2.7.99 W.S.
