Mn/DOT stated that at this time "Mn/DOT does not think there is <br />sufficient justification for us to support the installation of a signal at this location. <br />We believe it would be prudent of us to wait until the reconstruction project on T.H. <br />#47 (scheduled for the summer of 2000) is completed, at which time the traffic <br />patterns can be reassessed. As you are probably aware, the project next summer <br />will include the installation of a signal at the realigned intersection of CSAH <br />5/Xkimo Street." (See Mn/DOT letter dated December 20, 1999.) <br /> <br />If the signalization does not occur, would MnDOT support the extension of the median <br />through the 142,~d Avenue NW intersection? If so, would MnDOT be willing to allow four <br />through-lanes in the area or contribute more funding to the project? <br /> <br />MnDOT would be in favor of extending the median through the intersection. The <br />funding level would remain the same. If the City desired to include two through-lanes in <br />each direction with this project, MnDOT staff may not object to the change in design; <br />however, Metropolitan Council may not allow it. All costs would be borne by the City. <br />The project development reports would need to be revised, and it is estimated that this <br />would set the project back 6-8 months. Because of the delay, the project would lose the <br />additional federal funding (see SRF Consulting letter of December 16, 1999). <br /> <br />During the special Council m6eting of December 21, 1999, the City Council <br />requested further clarification of the median through the 142na Avenue intersection. <br />Council may note the information from the Mn/DOT letter dated December 20, <br />1999, that Mn/DOT is in favor of the median: "because of the close proximity of <br />CSAH 116 and CSAH 5/Xkimo Street to 142"a Avenue, we would encourage the <br />City to consider closing the center median at 142"a Avenue. This would ensure <br />adequate spacing between signalized intersections, improving the safety and flow of <br />traffic in this area". (See Mn/DOT letter of December 20, 1999.) <br /> <br />· Determine the amount of assistance from Anoka County for the Highway #47 project. <br /> <br /> The City Administrator has set a meeting with County Commissioner Dennis Berg to <br /> discuss financial commitment from Anoka County for Highway #47 project. <br /> <br /> A meetiug was held on January 4, 2000, and Commissioner Berg has agreed to draft <br /> a letter committing the County to $250,000 toward the T.H. #47 construction <br /> project. <br /> <br />· Establish a work session to continue discussion of Highway #47 project. <br /> Work session to discuss T.H. #47 held on December 21, 1999. <br /> <br /> A second work session to discuss T.H. #47 has been scheduled for January 4, 2000. <br />· Establish closed session to assess right-of-way acquisition with the City Attorney. <br /> <br /> Staff would recommend a closed session with the City Attorney following the <br /> Council meeting of January 11, 2000. <br /> <br /> G:\users\City Shared File\CORRESP\Norman\1999\MISC\12.7.99 W.S.
