DRAFT ~o~o,,~o~.o.~ <br /> ANOKA COUNTY JOINT LAW <br /> ENFORCEM2gNT CENTRAL RECORDS PROJECT <br /> <br /> JOINT POWERS AGREEMENT <br /> <br /> This Joint Powers Agreement ("A~eement") is by and between the County of Anoka, <br />Minnesota (the "County") and the following cities located within the County: Anoka, Blaine, <br />Circle Pines, Centerville, Columbia Heights, Coon Rapids, Fridley, Lexington, Lino Lakes, <br />Ramsey, St. Francis (including Bethel) and Spring Lake Park (each a "City" and collectively, the <br />"Cities"). <br /> <br /> WI--IER~AS, the County and the Cities have'previously recognized the need to cooperate <br />in their law enforcement efforts, and have created the Anoka County Joint Law Enforcement <br />Council (the "Jr .F.C") for this purpose; and <br /> <br /> WHEREAS, the JI_.EC, the County and the Cities have determined that there is a need for <br />alternative means to store and access law enforcement data, to communicate among law <br />enforcement agencies, and to improve the speed and accuracy of law enforcement information <br />requested from another jurisdiction; and <br /> <br /> WI-IER~AS, the JI.,EC has developed specifications and requested proposals for an <br />integrated central records communication system, including computer hardware and software <br />(hereinafter, the "System"), to address the foregoing need; and <br /> <br /> W'H]EREAS, The County is authorized under Minn. Stat. § 373.01, subd. 3, to issue <br />capital notes without a referendum to finance capital equipment including public safety and data <br />processing equipment; and <br /> <br />WHEREAS, the Cities are similarly authorized under M_inn.
