Case #2: Consider Reappointments to Planning Commission <br /> <br />Administrative Services Manager Waite Smith reported that, in 1997, the City Council <br />adopted an ordinance making the terms of commission appointments four years long and <br />limiting commissioners to two, four-year terms, plus any part/al-term they are appointed <br />to complete in the absence of someone else. The City Council directed the <br />Administrative Services Manger to meet with commissions to develop a plan for phasing <br />in the longer terms and the term limits in a way that did not leave any commission short <br />of experienced members. Ms. Waite Smith noted that the terms of three Planning <br />Commissioners expire December 31, 1998. They are Bawden, Deemer and LaDue. Mr. <br />Bawden is not seeking reappointment, however, Messrs. Deemer and LaDue are <br />requesting reappointment to two and three year terms, respectively, per the plan <br />developed by the Administrative Services manager and the Planning Commission in <br />February, 1998. <br /> <br />Mayor Gamec stated he could not support reappointment of Mr, Deemer due to several <br />circumstances. He stated he would support the appointment of the new applicants - <br />Messrs. Dempsey, Johnson and Nixt. <br /> <br />Councilmember Haas Steffen suggested if the questions of continuity would be raised, <br />that Mr. Johnson has 14 years of service as a Planning Commissioner in Anoka and two <br />years as a Charter Commission, plus he brings with a well-rounded knowledge of the law. <br />Mr. Nixt is a citizen who came before the Council and made a point about development <br />which says he is sensitive to a number of things. She felt he has common sense and is <br />interested in people being treated fairly. She suggested that the Council could maybe not <br />reappoint the current members of the Commission because they have actually both <br />reached their term limit. She added that she, too, would not support the appointment 'of <br />Ben Deemer. <br /> <br />Councilmember Beyer echoed the same. <br /> <br />It was suggested that Case #3 be combined with #2 as #3 deals with the appointment to <br />the Commission also. <br /> <br />Case #3: Receive Recommendations for Planning Commission Appointments <br /> <br />Consensus of the Committee was to recommend Council appoint Chris Dempsey to the <br />Planning Commission to complete the term of Michael Terry which expires 12/31/01, <br />M.A. (Robert) Johnson to the Planning Commission for a term to expire in 2003, Michael <br />Nixt to the Planning Commission for a term to expire in 2003, and William Kociscak to <br />the Planning Commission for a term to expire in 2003. <br /> <br />Personnel Committee/November 24, 1998 <br /> Page 2 of 4 <br /> <br /> 1 <br /> ! <br /> I <br /> I <br />i, <br /> i <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
